Chelsea Mills brings more than 20 years of organizational leadership experience in workforce development, designing and implementing strategies that strengthen businesses and expand economic opportunity. She has contributed to the WorkAdvance model since its inception as a national demonstration project and has led statewide and multi-state WorkAdvance implementation and peer learning communities.
Her experience spans sector-based workforce strategies, talent pipeline development, career advancement and program implementation. Chelsea’s work includes designing and scaling workforce initiatives, developing employer and workforce partnerships, strengthening teams and using data to drive strong outcomes. Across her work, she maintains a dual-customer focus—helping businesses address workforce needs while creating pathways for people to enter quality jobs, advance in their careers and increase their economic mobility.
She is a Robert Wood Johnson Foundation Culture of Health Leader, a Truman Scholar, and holds a B.A. from Johns Hopkins University as well as an MPH and DrPH from the Johns Hopkins School of Public Health. Sonia is also a Social Entrepreneur-in-Residence at Common Future and a Shift Health Accelerator leadership team member, where she supports grassroots organizations looking to democratize healthcare and create accountability around healthcare spending.
